Partnership on Sovereign AI for Infrastructure

LeapThought and Google Cloud are combining FULCRUMHQ, GENIEHQ and Gemini models to support governed, sovereign AI across critical infrastructure projects and portfolios.

Partnership on Sovereign AI for Infrastructure
October 27, 2026

Key takeaways

  • The partnership was announced on 23 October 2026.
  • LeapThought's clients include three Singapore government agencies.
  • The partnership has two priorities: value chain integration and security.
  • LeapThought operates across four countries: US, Brazil, Singapore, New Zealand.

LeapThought and Google Cloud announced a strategic partnership on 23 October 2026 to bring sovereign, domain-native artificial intelligence to owners and operators of critical building infrastructure. The arrangement combines LeapThought’s FULCRUMHQ Integrated Digital Delivery platform and embedded GENIEHQ Industrial AI with Google Cloud’s Gemini models and sovereign cloud infrastructure.

The partnership is intended to give infrastructure owners control of their data while connecting intelligence across the asset lifecycle, from design and delivery through operations. It focuses on two priorities: bringing owners, operators, developers, consultants, contractors and suppliers onto one governed platform, and enabling security and sovereignty controls that can be repeated across programs.

Strategic Intent and Executive Validation

LeapThought said FULCRUMHQ can run on Google Cloud, including sovereign, air-gapped environments intended for defense, public-sector and private-sector settings with high-security requirements. The company said its GENIEHQ Industrial AI is embedded directly into the platform and is designed to reason over the structured and unstructured information generated by capital programs.

The value of an asset now lies as much in the intelligence around it as in its physical form. That intelligence belongs to the owner, and it must be secure, sovereign, and shared across the whole value chain. Demand for this is growing quickly, in Asia and around the world, and that is what brought us and Google Cloud together. We're starting from Singapore and building toward a standard for critical infrastructure everywhere.
— Ratnakar Garikipati, Founder, Chairman, and CEO, LeapThought

Google Cloud said the arrangement is aimed at helping public-sector and critical-infrastructure agencies work with complex engineering and regulatory datasets while retaining data governance, residency and operational sovereignty.

Public sector and critical infrastructure agencies manage some of the most intricate engineering and regulatory datasets in the world. The partnership between Google Cloud and LeapThought enables project teams and portfolio owners to quickly surface actionable insights directly from complex BIM models and program data using everyday language. Combined with Google's sovereign, air-gapped solutions, we're providing agencies with the option to modernize project workflows while maintaining strict data governance, residency, and operational sovereignty.

Architecture and Data Workflows

At the platform level, FULCRUMHQ is intended to create a single governed record that follows an asset from design through operation. LeapThought said this approach addresses the fragmentation that can occur when project participants work in separate systems and when design, construction and operational data are divided across handovers. The record can be applied across a portfolio rather than only to an individual project.

GENIEHQ is built to work with the range of information associated with capital programs, including BIM models, geographic information system and geospatial data, enterprise resource planning financials, schedules, contracts, reality capture, telemetry, and data from field robotics and sensors. The partnership connects this proprietary data architecture with Gemini models, allowing owners, engineers, project managers and field teams to query project and portfolio information in natural language.

Examples provided by LeapThought include identifying clash detections, extracting exact material quantities, checking regulatory code compliance and surfacing risk trends across a program. A user could ask which fire-rated doors on Level 3 do not match the latest specification, or which contractors across a portfolio have the highest rate of non-conforming work during a quarter. These workflows are positioned as an alternative to manually navigating complex 3D CAD or BIM model trees and running predefined filter scripts.

Google Cloud is also expected to provide the compute capacity and elastic scalability required to process multi-gigabyte 3D models and point-cloud datasets across a project or portfolio. The source describes this processing as occurring in real time, but does not provide throughput, latency or accuracy benchmarks.

Sovereign Deployment and Regional Scope

For civil assets, defense installations, public-sector agencies and private-sector owners whose data cannot traverse the public cloud, LeapThought said FULCRUMHQ can be deployed using Google Cloud data-residency offerings. The named options are Google Cloud Data Boundary, Google Cloud Dedicated and Google Distributed Cloud.

In these environments, GENIEHQ runs alongside Gemini locally within the owner’s chosen security boundary. LeapThought said this is intended to provide zero cross-boundary exposure or unauthorized external telemetry, while retaining access to the platform’s AI-assisted analysis. The announcement does not specify a customer migration schedule, service-level targets or a broader availability timetable.

The partnership was announced in Singapore, which Garikipati identified as the starting point for the companies’ work toward a standard for critical infrastructure. LeapThought is headquartered in Bellevue, Washington, has its Asia headquarters in Singapore, and operates across the United States, Brazil, Singapore and New Zealand. Its stated clients include Singapore’s Land Transport Authority, Building and Construction Authority, and JTC. The company said FULCRUMHQ and GENIEHQ serve public agencies, developers, consultants, contractors, universities and institutes of higher learning.
